JAY P. HOLLAND is a shareholder in the Litigation group of Joseph, Greenwald & Laake, P.A. in Greenbelt, Maryland. Mr. Holland heads the firm's employment law practices, and has a broad practice in Qui Tam cases, commercial law and other civil matters.
Mr. Holland's employment practice group litigates individual and class action cases in the areas of gender and race discrimination and harassment, wage and hour cases under the FLSA and state law, state and federal constitutional claims, breach of contract claims, trade secret and covenant not to compete claims, and state law wrongful termination related state law claims. He also represents executive level employees, and employers, in negotiation and drafting of employment agreements, severance packages, and employee manuals. A significant part of Mr. Holland's practice is the representation of "whistleblowers" in cases brought under the federal False Claims Act (Qui Tam cases) to recover funds on behalf of the United States, and to vindicate the rights of whistleblowers who are victims of retaliation.
Several of his cases have been widely reported in the media, such as Lamone vs Buger, et. al (enjoined the State from terminating the chief election official for the State) and the case of Clark, et., al, vs. Prince George's County (obtained a judgment requiring the County to hire 64 firefighters whose offers of employment had been rescinded).
Mr. Holland frequently lectures and writes on various employment law topics for bar associations and other organizations. He is Co-Chair of the Employment Law Section of the Prince George's County Bar Association., and on the Planning Committee for the Maryland Employment Lawyer's Association. He is also a member of the Labor and Employment Sections of the Maryland State Bar Association, and the American Bar Association; and a member of the National Employment Lawyer's Association, American Association for Justice(Employment Rights Section, and Qui Tam Litigation Group), the Metropolitan Washington Employment Lawyer's Association, the Marlboro Inn of Court, the Federal Bar Association, and a member of the Tax Payers Against Fraud (TAF) - an organization devoted to promoting education about the False Claims Act, and Qui Tam cases.
Mr. Holland Received his J.D. in 1988 from The Catholic University of America, where he was an Editor of the Law Review and received awards for excellence in Constitutional Law and Jurisprudence. He received his undergraduate degree from the University of Massachusetts, Amherst in 1984. He is a member of the federal and state bars for Maryland and Washington, D.C.
